Three reasons:
1. Speed. All the forwards are done with a single inject.
2. Space. All the forwards are injected into the queue once, and
kept there once.
3. No duplicities. If the local delivery fails temporarily, forward are
not done. Otherwise, you'd end up with zillion copies of the mail
forwarded in case of failed deliveries.
