qmail is designed to process each recipient separately. This tends to
maximize performance at the expense of network bandwidth.
Is there a particular reason you want it to behave differently? If your
concern is that the additional processes put too much load on your server,
you probably needn't worry -- qmail is very lightweight in this respect.
