There is nothing in qmail, but the beatuy of Unix
is that there are plenty of ways of building a collection
of tools to do this.

There is, eg, cron. With it you can issue any command at any time
of the day or night. One such command might be to kill your pop
listener. Another (at a different time) might be to start it.

What made you think you had to use a qmail specific feature
to achieve this result rather than something general to Unix?
