Perhaps your checkpassword denies root logins?  You didn't mention
anything about your setup.

In any case, it's not a good idea, perhaps even dumb, to login as root
via pop3.  Your password is sent in the clear.  You don't want any
root passwords sent anywhere unencrypted!
