Yes.  In addition you need to allow your mail hub to relay for those
clients.  The authors qmail FAQ explains the procedure under:
``5.4. How do I allow selected clients to use this host as a relay?''
If you have a recent tcpserver, use the alternative procedure.  Works
fine for me.

I don't know if there is an easier procedure which would allow
relaying for all of the local domain.  Maybe someone has a suggestion?
