Deliveries dont happen

When qmail starts it delivers all the mail in the
queue. However it then stops delivering queued mail.
I've goen through the smtp process manually and it
gives me an OK and it gets queued so i know its
accepting it. It was working before. Does anyone know
what i might have inadvertantly broken?
