Check out vpopmail (http://www.inter7.com/vpopmail/) as it can store
virtual users either in a file or in a database, and it is made for
doing virtual email servers (both SMTP and POP3 and IMAP and WebBased
email and WebBased administration).

I suggest you have a look.
