It means exactly what it says ;-)
The user you are trying to fetch mail as doesn't have a Maildir in his/her
home directory, did you use maildirmake for those users ?
The following directories should be present:
/home/[username]/Maildir/cur
/home/[username]/Maildir/tmp
/home/[username]/Maildir/new
