Limiting Bandwidth Usage

Hi folks.   While on my glorious journey to work today, I thought about all of the domains I host on my machines. Is there any way to cap the bandwidth used by them ? In order for fairness, let's say if one person is trying to send a large file, and another person is doing the same at that same time, so that one doesn't get stuck with 1k/sec. Is this possible ? Please give me some input. Thanks.   -Abe
