No need. It does that automatically.

If the machine doesn't respond, the message is deferred (held in the
queue) and the following is logged:

  delivery 3426: deferral: 
Sorry,_I_wasn't_able_to_establish_an_SMTP_connection._(#4.4.1)/

If your messages are bouncing, it means the remote end is doing
something more than not accepting connections. How about posting one
of the bounces and relevant log clippings?
