concurrencyremote

I would like to increase qmail's concurrencyremote from the default 20 to
40. When I create:
/var/qmail/control/concurrencyremote 
and put a value of 40 in the file,
I restart qmail and get the error:
Oct 10 16:53:14 server qmail: 971211194.211356 alert: cannot start: unable
to read controls

Any help on this would be great.
