You haven't read the manual, have you?

tcprulescheck says what tcpserver will do with a connection from IP
address $TCPREMOTEIP with host name $TCPREMOTEHOST and remote
connection information $TCPREMOTEINFO, following the rules compiled
into cdb by tcprules.
