See forward(1)

NAME
forward - forward new mail to one or more addresses

SYNOPSIS
       in .qmail: |forward address ...

And, as this is a command, see qmail-command(8):

NAME
       qmail-command - user-specified mail delivery program

SYNOPSIS
       in .qmailext: |command

And see ENVIRONMENT VARIABLES in that manpage.

So, something like

  |forward "${LOCAL}@someotherdomain"

should do it...
