The whole mail puts into the local queue?

Dear all,

Does anyone experienced that part or whole of the mail has been put piece by piece in 
the qmail queue's local directory (/var/qmail/queue/local/23/57890) rather than just 
the receiver's mail address??

Any problems that may leads to this symptom???
