You may want to take a look at the SPAMCONTROL patch avail at
http://www.fehcom.de/qmail/qmail_en.html
It has this (and also a wildcard version) - among other things.
If you only want badmailto functionality it shouldn't be too hard
to extract just that from the patch(es).
