relay-ctrl with tpcserver depends on (static) IP-Addresses.

1. Use SMTP-after-POP: Patches are available. 
But you have to employ tcpserver.
2. Alternatively, you can use my SPAMCONTROL patch. 
It gives you the ability to define arbitary E-Mail addresses which are
allowed to relay. Here you free to use INETD/XINETD/TCPSERVER (with Version
1.3.1).
