my server is only relaying in this case

Relay test 9>>> RSET
<<< 250 flushed >>> MAIL FROM:<spamtest@[my_server_ipaddr]> <<< 250 ok >>> RCPT TO:<"relaytest%abuse.net"> <<< 250 ok ....................................................................... actually i only use rcpthosts file and the first 8
tests are blocked by this feature.
somebody knows how to prevent qmail from accepting
this kind of RCPT TO: ??
