tcpserver help

I'm trying to run qmail with tcpserver, and running this command:
17:31:44 root:/etc>/usr/local/bin/tcpserver -u 518 -g 521 0 smtp 
/var/qmail/bin/qmail-smtpd &

gives the following error messsage:
tcpserver: fatal: unable to bind: address already used

i'm not sure what do here.  any help would be appreciated.
