RedHat indeed qualifies as a broken system. But not in this respect.

On a vanilla 6.2 that should be glibc-devel-2.1.3.
rpm -qi --whatprovides /usr/include/fcntl.h
This is *not* a qmail problem, so you should contact your vendor or
(more likely) shoot your admin.
