Well, if you use binm1 script, which comes with qmail,
you can find there explicit call to mail.local :

qmail-start \
'|preline -f /usr/libexec/mail.local
-r"${SENDER:-MAILER-DAEMON}" -d "$USER"' \
splogger qmail
