Sounds like either qmail-send can't make any sense of your queue, or
isn't running at all.

Your queue is corrupted; did you delete files from it by hand? You'll
need to fix it. Stop qmail, then try either my queue-repair program
(URL below in .sig), queue-fix (see qmail.org), or qmail-qsanity (see
qmail.org; it currently will report problems, but leave you to fix them
by hand).
