Sounds like a great plan to me. I'm gonna save your mail for
reference, I like this thought.

Do note that there is no need to run 2 qmail instances - you just use
the same qmail-smtpd on both, with rblsmtpd in between on only one of
the IPs. But I guess you already figured that out :)
