of course there is. it should be in /service/qmail-smtpd/run
that file and it logs would be interesting
look at /var/log/qmail/qmail-smtpd/current 
why it cannot start.
to know why qmail-send doesn't do your local delivys, look at 
/var/log/qmail/qmail-send/current
