<sigh> Somewhere between my eyes and my brain, an unknown transform
inserted a "down" file where none exists in LWQ.  Don't mind the sleepless
babbler in the corner.

Qmail doesn't hang around /any longer than it needs to/, but it doesn't
quit instantly on a SIGTERM either.  I haven't seen qmail hang around
long enough to catch a shutdown SIGKILL, but the fact that my system
doesn't handle multiple millions of messages a day may have something
to do with it.
