.qmails and pipe

hi, 
 i tried sending the mail to a program like 

| echo "1" > /tmp/flag

but what happens is the qmail programs keep on working around and around
writing the file again and again /sending lots of mails. this happens even
if i restart. it stops only on removing the .qmail file.
i use the vpopmail package
is there a problem with the installtion
