As in "a feature of the POP3 protocol"?  No.  The POP3 standard mandates
nothing about the storage of mail; it doesn't assume that a message has
file attributes, even, as the mail spool could theoretically be in a
relational database or something stranger.

It seems to be a widely acknowledged but minor bug in qmail-pop3d
(discovered by Russ Nelson, perhaps?).  It's an easily solved problem --
just keep all your servers' clocks in sync with clockspeed or xntpd or
similar.
