That should be:

127.:allow,RELAYCLIENT=""
193.40.78.74:allow,RELAYCLIENT=""
192.168.100.:allow,RELAYCLIENT=""

Note the lack of a space between the comma and RELAYCLIENT. You've been setting
the value " RELAYCLIENT" instead of "RELAYCLIENT".
