Never heard of this RPM.  Remember, there is no "the" qmail RPM --
various people package it in various ways.

Likely there is a dependency on another non-RedHat RPM, such as
ucspi-tcp or daemontools.  RPM will tell you exactly what RPMs are
missing.

Install from source.  If you had started with this, it would have taken
an hour to install, compile, and configure qmail along with all the
other tools you need.  Go to http://www.lifewithqmail.org/ and follow
its directions.
