There's nothing wrong with calling qmail-start directly. I have some
machines only having qmail installed for delivering system messages (daily
insecurity reports and so on), no need for smtpd et al. I usually have a
qmail-start ./Maildir/ splogger qmail &
in /etc/rc.local on these machines (after adjusting the path of course).
While it is true that one should avoid splogger on mail servers for such
simple setups with amounts of mail per day not worth talking about (yeah,
<10...) it is OK.
