This is a Outlook problem, it is in the way that Outlook is set to compose
messages. The attachment isn't actually missing, its just written in a way
that only Outlook understands, not even Outlook Express can read it.

If I remember correctly (doubtful) you are using word to compose your
message, turn off that option.
