We have a subset of users who forward to 1,2,3, certainly under 
10 known valid email addresses and need a simple way 
to manage their forwards.

So is the '&' deprecated in dot-qmail files? I know that we need a simpler
way for users to manage multiple forwards and you seem to be of the opinion
that it's a job for ezmlm and not dot-qmail. ezmlm can handle it internally
but we need a simpler form.
