1) It does not replace the vadddomain call. We have written a
program named vQadmin which provides that feature, but we
haven't released it yet.
2) "Does it let you set per user quotas" No.
(I know why you are asking about these two questions, they
are both lacking in qmailadmin. Interestingly enough
vQadmin supports setting users quotas) I haven't had time
to work on qmailadmin recently.
What vpopmail 4.9.5 and qmailadmin 0.39 let you do is "enforce"
a quota for an entire domain.
To be more specific, with 4.9.5 you can create a virtual domain
under an /etc/passwd account.
Next, if you set user file system quota's in your operating system,
you can effectively enforce virtual email domain wide quotas.
In otherwords, vpopmail 4.9.5 lets you use user quotas to enforce
domain email quotas.
