problem adding ezmlm list

I saw this question in the archive, but I couldn't find an answer.  I
just installed 0.38 and it seems to be working fine except when I try to
create a new mailing list.  When I click the "ADD" button, Netscape
tells me:
"The document contained no data. Try again later, or contact the
server's administrator."

I can see in Apache's log:

But I don't see any change in /home/vpopmail/domains/test.com/ and I
don't see any errors in the logs.

I have a feeling this might be a permissions problem, but I have no idea
where to look.  Any advice?
My vpopmail version is 4.9.
