SYSTEM_ADMIN flags

I've been looking at the code to change a few things in there.  However I've
noticed that there is a SYSTEM_ADMIN flag that is thrown all over.  What are
these used for?  And if I'm thinking correctly I would like to know how to
login with this type of an account.
