I would rather have more control over the design than the ability to change
language, myself. That said, using tools like Imagemagick, it's not that
hard to generate buttons/images with localized text on them from a
textfile - I can probably dig out some code if this is of interest. It would
depend on whether the aim is to have different languages per user or per
installation of course.
