This suprised me as well.  I am guessing that the:
<!DOCTYPE HTML PUBLIC "-//IETF//DTD HTML//EN">
suffices.  Anyone more familiar with the HTML spec care to comment?  I didn't write 
the original html, I just mainly went in and reduced the number of embedded tables.  
Both this and the location of <TITLE></TITLE> are in the original distribution.  I can 
go in and move <TITLE> to where it should be if I have time tomorrow.  I'd guess that 
since it already works in most browsers - IE, NS 4.x, Mozilla, etc. that browsers 
compensate for these errors.
