If you're not running tcpserver as root, you should move your tcp.smtp file
into the ~vpopmail/etc directory so that it can create tcp.smtp.tmp.xxx.  To
do so, you'll need to recompile vpopmail with

--enable-tcpserver-file=~vpopmail/etc/tcp.smtp

Also, this question is really more appropriate for the vchkpw list rather
than qmailadmin.
