If they are not too big, you can create the users by hand, then hand
edit the password files copying the old passwords into the new files.
If they are too big for that, look at writing a script that runs thru
the existing users and creates the new users using the vadduser program,
then go thru the password files it creates and replace the passwords
with the old ones.
Either way, when you are done changing the vpasswd files in the
individual domain directories remove the vpasswd.cdb files. If the cdb
file does not exist vpopmail will re-create them with the updated
passwords.
Maybe someone will tell us about an existing script to do the job. For
my couple dozen mail users I just did it by hand.
