That sounds somewhat expensive to me. Now there's not only the need
to
execute the CGI script but also one or even more external ones which
then need to pipe their data back to the CGI which in turn must
assemble the stuff and pipe it back to the webserver. What's wrong
with having headers and footers?

In general, my approach would be to have one template with the
site design (i.e. what you call header and footer) and then insert
the
dynamic data (which is what can change from page to page, this
doesn't
necessarily mean everything needs to be generated by the script, in
most cases I got some sort of second level templates in which the
data
of the script gets inserted) at some self defined tag.
