Try to create manually filters file for an account, if i remember well
i had to create all the config files by hand.
I've got one dot-qmail per user looking like this one :

  | /usr/local/bin/maildrop vpopmail-dir/domain-name/user-name/.mailfilter

In the associated Maildir, there is a file named "maildirfilterconfig"
used by sqwebmail to configure your filters containing this :
  MAILDIRFILTER=../.mailfilter
  MAILDIR=vpopmail-dir/domain-name/user-name/Maildir

Then i think you can login using sqwebmail and you should
see 'Edit Filters' menu. sqwebmail cgi will create the .mailfilter
file.
