It appears to be an Apache configuration problem, for vQadmin anyway. Did you move vQadmin? did you change the Apache configuration file and restart Apache? Either event may have broken it. The /cgi-bin/vqadmin directory should be set up as described in the vqadmin INSTALL file, with an entry in the Apache httpd.conf file and a corresponding .htaccess file.
