In my opinion, installing/enabling these help files
should be optional

Perhaps you could have the basic qmailadmin package.
This should not contain the help files, and should
have the standard show_login.html 

Then you could have your qmailadmin-help tarball.
This could contain the help files,
a modified show_login.html, and some installation
instructions ?
