the users .qmail file is only read if the email is delivered  with the
vdelivermail program, which is only called by .qmail-default.
If qmail-local sees a .qmail-"username" file it will ignore the .qmail-default
file and hence ignore vdelivermail and hence ignore the .qmail file
in the users Maildir.

There might be a qmail-local patch that helps it understand more
vpopmail things.
