Bill Shupp has been handling the code for vpopmail.

The version of quotas in qmailadmin only deal with size,
not counts. Also, it only deals with megabytes. This is
a patch from Justin Hopper that went in and I've patched
his copy to move from system quota usage to maildir quota
usage. I've also written the vlimits() API's incorporated
into vpopmail.
