I had the same problem.

I had to install vpopmail5.3.23 and then qmail1.0.6 and then upgrade 
(install over the previous) with the newer versions.  Not sure if this is 
what you are supposed to do but it worked.

Well at least everything is working now except some of the items in the 
qmailadmin-limits file.
