I am trying to compile qmailadmin-1.0.23 on Mac OS X 10.3
Try the 1.2.0 release instead, we had numerous bugs in the build system to iron out, and you'll probably have better luck with 1.2.0 (available at SourceForge below).
If the date on Makefile.in isn't January 29, please let me know where you downloaded the archive. I released an updated tarball with a corrected date, and I want to make sure the old one isn't still floating around.
