[qmailadmin] Why won't the qmailadmin file load in a browser?

Whenever I go to http://www.domain.com/cgi-bin/qmailadmin it comes up with

Why doesn't the file have an extension? What do I need to do to get it 
working? I followed the directions at 
http://freebsd.qmailrocks.org/qmailadmin.htm and 
http://www.inter7.com/qmailadmin/install.txt but I can't get the script to 
work. I haven't had any other problems with CGI scripts and I was able to 
get the vqadmin script working without any problems.

Any help would be greatly appreciated.
