This issue has been solved.  I found that the latest vpopmail builds did not
install the include files on my system, so qmailadmin was using include
files from 2003 (i cant tell what version they are, but i have them if
anyone is curious)

Since, some time in the future, someone will no-doubtedly try to compact the
Makefile, and while "fixing" the code, they'll break it again, i think
qmailadmin should test for this case.

if we included a version statement in the include file, it'd be trivial for
qmailadmin to have version dependancies, and error during compile time.  if
we dont want to go that route, we can simply see if pw_dir gives us the same
answer as pw->gecos -  we'd know we have a problem with the include files
and could error.
