I searched for 3rd-party qmailadmin designs recently, and the only thing I found were the Dreamweaver templates here: http://www.chrishardie.com/tech/qmail/
But, FYI: We're currently underway to contribute a full XHTML + CSS rebuild of qmailadmin, which will be released with a new version.
