You have your /var mounted with "nosuid". This stops any programs with the suid bit from changing their effective user. Remount the file system without "nosuid".

If Apache isn't running as your vpopmail user, I'd recommend using suexec to achieve that effect. This, of course, can be its own headache, but the docs are pretty good on the subject.
